please put a tutorial on how to follow the steps from 0 I have knowledge in php and html but no where to start please and not used as emulators as only contains .exe files not found

First learn how things work and what piece of code is related with the problem.

Then divide the problem in more little problems and find the solution for each one.

You need to open ports in the router and set IPs in maps.php with your external IP.

I use hamachi and I use hamachi IP adress paste the htdocs/ts status and ts status_2 and ts status_3 and I paste hamachi IP kernel docms/server config and htdocs/spacemap/maps.php

OMG lol if your going to buy a vps you have to get windows (I'm geussing your using a C# Emulator) or you can get a linux and run a VM (VirtualMachine) on it. To Work a VPS Some you have to use commands and some are visual like a VM.
To run your CMS You have to install Xampp or which everyone you like using. Then upload your CMS and Database (Note I forgot the commands but you google them) Make sure Apache and Mysql are online...Then you can connect the server by The IP Address.

There are few tutorials on Youtube and also if you search a little you will find all you need. If I was you I wouldn't open a server if I can't even download xampp but it is only my opinion sadly.

Go check your maps.php file on /htdocs/spacemap/xml/maps.php and check if all the IPs there fit with your IP you would like to run the server on.

Afterwards I suspect you are using a premade source from Bau so go check htdocs/Kernel-Docs/Server.Config.php and there check if all the datas are right.

Now to your last question well it is quite harder part to add NPCs to your server since you need to create AI for them and that would be quite hard for you if you struggle with setting these settings I wrote from above so you better don't try with that. However you can use instead an already pre-made server files that are of Dark Planets and they have been released some time ago, check them out and maybe you can find something useful in there. The emulator is already set up as it comes to NPCs. Good luck with your server but I suggest you just to play on a already ready server. The only advantages you got on a server of your own is to you are admin and you get unlimited uridium but you got no players and it will be just waste of time after all.

I suggest you to play with your friends on a server as One Ultimate until a better one comes out :)

I think it is best for you to watch a Video Tutorial to get .net or .org. And people not just gonna give there hard work for you to just make a copy of there server.You have to work hard for what you want. You should start learning Programming First.

1:Make sure all your friends are on your hamachi network (They all need to download hamachi and join your network)
2: Put your hamachi IP In the ServerConfig.php (I dont know if that the exact name)
3:Give your friends your hamachi IP to connect to the server.
4: Portforward the Ports (8080 if you want chat port forward 9338 i think it is)
5: Edit your emulators config to your settings.
6: Change IP in Maps.php to your IP Address.
7: Start Emulator
8: Have Fun
