there are several ways. try 'n' error is by far the best solution. use tha thing behind your eyes. follow the logic with your mind. what if the npc moves into rad-zone? (define npc take no damage of it or they cant move outside of the map ...)

For npc's AI the best solution is to have a good logic, first try moving an npc, then move the npc between 2 points, then move the npc randomly between 2 points...

You need a database with all codes, and a little php script.

Honestly. I think that's correct. However, there'd be many people to leech! So, what I'd honestly do, is create a group with just people that can code and will work and help, put them all into a group on like Skype or something. Then we all develop an amazing emulator and C.M.S together. After that, if we wish to release it to the public, we would. Otherwise, it stays among that group working on it all together. Which, would consist of experts in coding. For example; Requi :D

It's your decision. If you want a little server use an VPS. If you want to have a big server with many application (emulator, website, chat, rcon, cronjobs etc.) then choose the dedicated root server.

but on vps classic (ovh) the server functions normally?

With a stable emulator you just need about 2GB RAM and 2x2,4GHz CPU afaik.
If you have more money to spend, buy a better one. But this should fit perfectly.
