Well,thats pretty easy you have a chinese character and you'll be able to play as europe for 4 hours in order to gain extra job points/ silks thence you'll get your old character back :)

•Double World:

-Let's start typing my favorite part, first of all, please take a long breathe because you're going to join the new adventure,Honestly I'm a big fan of DC series,I suppose that some of you know the flash series so if you've watched it you should understand our system easily because it was the source of this great idea.Let's start our adventure.
We've mentioned before that our server has 1 race which is china,But sorry I had some headaches it does actually have europe race.Are you wondering how that will be done? Let's start explaining,players have searched for a balanced server that has an absolute balance between china and europe and none has done that accurately.We've done the double world system in order to have the highest accuracy rate of balance,First step of solving a problem is not to get into this problem.So instead of making them rivals we'll make them an alliance for a while,They will no longer face each other so by this way we will keep the balance between the two races.First of all you'll start power leveling yourself till you be upgraded to level 100,then you've to open our website and login with your account thence you'll be able to create your european character by filling some information like choosing the job which is thief or hunter.but you've to remember that there's a condition for that which is having a level 100 character,We chose constantinople town to make it the european world which is only for european characters.therefore you will be able to use the scroll which will exist in your inventory permanently.
You'll be able to join the double world by using this scroll,It will transform your character to be a european character with the build that you chose,also,There's an exit scroll which moves you back to the old world hence you'll get your old chinese character without an alteration,You can join the europe world for 4 hours, 2 hours in the morning and 2 hours afternoon.We've added constantinople fortress which will be only for the european characters and you'll be able to join the europe world once the fortress war starts,also europe world has the same features like the old world both of jobbing and events.It has a job-based system though you can get job points while being in constantinople north only,also, you don't have to collect gold anymore, in addition, the silks that you will receive in the china world will exist in the european world.We've modified some european skills in order to make it more balanced,also, there is a free exchange equipment system which will make you able to change your builds.I'm pretty sure that you're tired of reading,I'm tired of writing also but we don't stop once we're tired we stop once we're done.Last but not least we are going to make our gameplay endless and perfect so we hope that you'll give us the opportunity and join our community to increase the fun and the excitement.

Actually i liked this idea it's pretty innovative.

Seal of star is a normal 98 +1.
Seal of moon is a normal 98 +3.

I suppose that you didn't understand the feature,It's about giving you a chance to play in a second separated world while being european,You'll get your old chinese character once you teleport back to the chinese world. you've only 4 hours per day to join this event. 2 hours at morning and 2 hours afternoon.Once the event starts you'll be able to join the europe world hence you'll get extra job points / silks.
