1) Leave AS opt @ 0.0.0.0 (this listens on all interfaces)
2) Set GS to External IP (Open Port Check Tool ([Only registered and activated users can see links]))
3) Open Windows Firewall and create inbound port exception...

If you want a launcher that works for your server...

If you want a launcher that works for your server you will need to download one of the open source ones and configure it's launch settings for your server address and port and rebuild the output.
