Paul, problem is that the people who complain have the settings correct as shown in your video but only receive mails from EA if they bought something. They miss out on free boost or in this case the carpack.
They tried to figure out what the reason was, country, e-mail provider (Gmail, Yahoo, Hotmail etc) but it's just random. Either one is lucky or is unlucky.

Well i have 9account all different email, and 4of my account are .hotmail.com 3 are gmail and two are somethink like my companys prive mail. all 4 hotmail recived codes, and company mails recived 2 as well, but gmail account recived none! so i think it may acoure due to a mail provider
