Can the guy who sold me the account restore it

i have bought an account recently, changed to my email, deleted the recovery mail from his mailbox and changed security questions, does he have any way to ticket nexon about having the og email and restore it ?

Yes, possible. If the seller is F2P or very less topup to his account, account most probably safe.

The previous owner can almost always recover the account. If it’s ever taken back from you, you can always try to submit a ticket to Nexon with proof of recent activity or purchases and see if you can have the account completely moved to another email, but I’m not sure that even works.
