How to put a Wall Paper on your Own Profile wall ?

Hello , epvp comunity so i have a question. So i saw few people's have there own wall paper on thier Profile wall .
Example:

How does they do that ? How the put it ?
Or it just Moderator's or higher member can Set this ?
