Well, sometimes if you ask riot support carefully, then they will transfer the account.

For example my friend started to play lol and created his account on the wrong server. Riot wont tell a new player to pay 20€ for a transfer, so they transfered it for free.

Unless that, rather they wont allow free transfers.

New accounts get free transfers, if you message the support carefully and friendly.
Old and used accounts are quit ******, pay or create a new one...

If you are not money for change server, I suggest you to send a ticket to Riot, sometimes they can do such favors.
