That's kind of hard... I think Sivir,Caitlyn,Lucian are all up there.. I think id have to go with Lucian honestly.. He his a better Ezreal and is good all game long has great mobility and godlike lategame damage.

I think Ziggs,Lulu,Kayle,Nidalee,Zed,Gragas are all up there.. It's not really about the champion that you play but how you play it and how much you enjoy it because if you enjoy it you will play it alot and get really good on it then you will be able to crush everyone.

Top lane is in a decent state IMO but it's all tank oriented.. a well played Renekton is a GOD at the moment.. Shyvana,Trundle are both against him but they lose early game and thats where Renekton strives... You can also play unconventional pick and do fine but it just comes down to how you play the champs.

If you are talking about top... It depends if you outscale your opponent or not.. But freezing is not really good anymore because your lane opponent will cause havoc while you are somewhat farming at your second tower... So you should almost always push and roam or take their tower while they roam.
