- both of the accounts have them honor levels locked due to the 14-days suspensions they received for inting (intentionally feeding) at ranked games.

u mean EUW or EUNE ? as both are EU

on the other hand, the price is set & fixed to 30 EUR as You basically pay for the EUW account only. You get the EUNE as an extra, for free.
