It's a great account to start with because you don't have to pass by the 30 lvl and buy runes besides you have the most played Ranked heroes .
For this account i demande 10€ Ukash card or Paypal or MoneyBookers.

Refunds left? Standard runes pages or no structure runes?

Refunds=champions/skins u can refund.
But as a better player, u don't need refunds, because u know which champ to buy and skins are just awesome or totally not.
