Goooo gizoogle! Please tell me Riot is going to help you with this.

Send in a support ticket saying someone hacked your account. They will give you a form to fill out like the original email of the account. Once Riot verifies that account is yours, they will help you recover anything. Don't worry about a thing! As for Paypal, hopefully they side with you on their verdict of the payment.
