Searching for a nice League of legends account...

I'm SEARCHING for a League of legends account which is on the NA LOOKING FOR THE NA

1: I want it to be level 30 obviously...
2: Alot of runes..
3: Mainly 95% of champions...
4: I mainly want a quite alot of skins... 35+
5: Also tell me the amount of spare IP and RP you got
