Is it possible to play SEA garena if you're in a foreign country???

I've recently hit challenger in OCE and wanted to change servers in order to be able to improve my skills. So my question is would I be able to play on the Garena servers in SEA as they are the next closest server to OCE.
If so how do I play on them. I've heard that some countries have banned foreign ip's but I'm not sure.
I would preferable like to start on the Vietnam server.
Any help is appreciated.
