Perhaps is using ASCII .. there were some key combination to enter any ASCII character while typing, like ATL + <numpad number>

Not sure if LOL would allow these Θ

But perhaps like others have said, he's using some characters that look like the regular letters. If there isn't validation done server-side, it might be possible with ASCII

Isn't he just using fake letters? By replacing some of the .swf files you can use forbidden names. Not sure if that still works though, don't know much about that topic.

But I know that such account is getting banned super fast. So I would not recommended that at all.

Well, here in the forums someone posted earlier a little file, with language information.
You had to replace that file with the original in the LoL-Folder, from that point on, you could use every nickname that you'd imagine. Even TittlerHittlerFistler, if you are on that..
