(Regardless of amount)
Confirmed by 7 Individuals who owns Boku Accounts.

You have to pay it lol, unless it's a smurf, but since it can be gifted some mains are banned and if you want to keep it you pay for it.

It was a lvl 1 smurf, still recieved the email, can they do any legal actions against me if I don't pay or is the account only getting perma-banned?

The one that I transfered to EUW is also unbanned, but if I login with that information in NA it says permanent ban.
