Last Chaos creating maps?

hello i would like to find out what programs will allow me to CREAT maps for last chaos and save it in SAT/SHT files to use in last chaos?

also what could i use to make custom weapons and use them for my server so every one uses it?(skins like textures or drawn from scrach)

for sat/sht files u will need wizateks map drawer
to create maps u will need the serious editor
its all not that easy tho

the best way is to create the sht + sat with the serious editor .
