dont trade with this guy.he just scammed me.after i sent him money he keep said didnt get then after 20 mins told me would refund but still nothing

What did I scam from you? I refunded your money. A scammer will never refund your money back.

Refunded money to this person because of inconsistent IPs, and a suspicious (probably hacked) paypal account.

The 20 minutes was for waiting on paypal to update the 'my recent activity' tab.
