Season 3 necklace are too hard to plus -.-
but Grandchase chaos necklace are very easy to plus 9 O.O

yeah you could use chocolates (they have a higher success rate than gems) i got my +9 wind necklace with just 1 try using chocolates.
you can also try to upgrade during the rainbow event

do it on a sunday... check to see if event says "necklace upgrading" then wait for rainbow
also, it would be easier if u upgrade immediately after getting the necklace (sometimes it will take longer and more gems, but it WILL reach +9)

Just prepare more Gems when you upgrade neckie well that's the main secret anyway
the more gems you have the better chance of you making it to +9
