The cloak is called the Pelt of the Dark Young and, personally, i think its much better looking then that Shawl thing.
He spawns in Avelorn, which is, i believe, tier3 Order/Chaos. It spawns on the road on the south side of the Order camp. He walks with another non-named bestigor and attacks the Chapter 12 town. Kill him and youll be able to buy the cloak from the Librarians in the capital cities.

Another one of the tome unlock cloaks revealed:
Go to High Pass (T3 Empire vs Chaos zone) and travel to the graveyard city which is located in the middle of the map, just north of the Chaos chapter 13 hub. In that area you will find various mobs with the name Kulian Bone~~. They all drop a certain item named Broken Wight Blade (Broken Wight Blade - Items - Warhammer Online).
If you gather 5 of these you will get a tome unlock and you'll be able to go to the library in IC/Altdorf and claim Death Shroud Cape (Death Shroud Cape - Items - Warhammer Online)

-- Access to tier 2
-- Ability to take down a Champion Troll
This is for a Tome unlock which grants you access to a 'pocket' item that has an animation.
Steps:
1 - First, you'll need to get yourself to Troll Country, find, and kill a Champion Troll
Bilegut would be a good choice:
2 - You should then get a Tome unlock for killing a champion troll:
3 - Now you need to head over to The Inevitable City and go to the Library:
4 - Find the Librarian Disciple Venomstung:
5 - Then scroll through her list and get the Revolting Crock, which sells for about 1s 30c or something:
6 - Equip the item to your Pocket slot and then click-and-drag it to your hot bar.
