I very highly doubt this. And I very highly doubt that anyone ever will.
It's not really a great game, and not worth the time and effort to build a private server. We've reversed most of the packets for Ignavus and we could probably make one but at what benefit?
Though I do honestly have to say that we could do a MUCH better job, as some of their handling of packets is sloppy and just downright stupid. The data they use for collision detection is bulky and redundant and consumes a large amount of memory (on the client and the server both, as the server must have this data loaded for all maps.. holy ****).
Don't hold your breath on this one, but maybe someday someone will feel like doing it, or you can learn a programming language and give it a go yourself

I'd suggest, if that were the case, checking out some open-source emulators and learning from them. A good one is ArcEmu (WoW emu core), or if you prefer straight C, eAthena (Ragnarok emu). I'm sure there are others for other languages as well.
