if u want it to be test/test i think u have to change it like this

127.0.0.1 test test my2 account name password id
count_stat server_name status
127.0.0.1 root 378b243e220ca493 my2

but this isent the only place u have to change

Close your AcountServer.exe, MsgServer.exe & NpcServer.exe, if you would like to give your PC/Host a rest, turn it off for 10-15mins, then re-run those apps.

ok, so i got my server online and sent my brother the client/patch/oem he needed to log on, but every time he tries to get on my server it says the server is down due to maint or congestion... any ideas how i can fix this???

You must be a Total Newbie at Eo development, Because if you were not you would Realize This is a EMULATOR program and all anti-virus programs pick it up as a Trojan Horse. Now i suggest you do some studying next time before you put your foot in your mouth and make a comment like that.

msgserver always doesnt respond for me when i start it up, you gotta wait it out after a while it works if you did the configs right it matches up and should work find, if not then you did somthing wrong with the configs they dont match up you can check the logs in your msgserver folder in syslog folder, it should tell you why it closes out

hmm no i can't cuz now i have another problem :S when i try to start the account server i get an error "serve socket init failed at port 9958"

Either your Firewall, or your Antivirus blocked the port 9958. It happened to me a long time ago, and the only way I got around it was to uninstall my antivirus.
