The following examples may clear things up for you:

• Nitrado balance: bound to a certain service (Nitrado), hence allowed.
• Amazon vouchers: bound to a certain service (Amazon), hence allowed.
• Prepaid cell phone balance: boune to a certain service (your cell phone carrier), hence allowed.
• PaySafeCards: universal payment method, hence forbidden.
• Bitcoins: universal payment method, hence forbidden.
