Without FF isnt any problem if you cover the fees. If i'm informed right you pay 5% fees 0,35€. Would be 65 ct Fees > 5,42€ rest. 5,42 = 460,7 (461) Elite Gold. I don't know why you cant send as family and friends. I thought every Paypal user can use it. :P

Not really ^^ in my case I don't have it and alot of people doesn't actually. The only way to get family and friends for 100% is by making a business paypal account
