hate to say it, but those screenshots dont really tell us anything at all.
fisrt of all, have you created a static LAN IP setup in you network connections? becus if you dont set it up as a static LAN IP in windows, then everytime you restart the router is going to hand out a new LAN IP, and therefore the ports you forwarded will be useless as they are pointing to an IP that isnt to the machine the server is running on, so this is important.
another thing is that, if you are using ur WAN IP to connect to a local server, its not going to work, you will have to go in your local client and put in ur LAN IP in order to connect locally (of course anyone else will have to use your WAN IP, using ur LAN IP is only needed to connect if you are on the same local network or are on the same machine.
and of course a decent description and some screenshots pertaining to the actual issue would really help ppl to figure out what the issue may be, atm its just a bunch of screenshots that show you have it up, and blocking out the local ip you are using is pointless for 2 reasons, 1) cus no one can do a thing with ur local ip, its only used by your local network and 2) without being able to see that, theres no way for us to know if you are actually using the correct local ip.
