Generally these sorts of projects take between 1-4 hours of work. If they arent willing to pay before delivery then it's not worth the time you've waste. If you're talking about a larger project where significant money is changing hands then sure, miles stones would make sense.

My tactic was always write the event, get them to test it to show it's working, they pay, then send them the changes. They get nothing until paid in full.
