There is no public decryption or bypasses for server.dat (in newer patches). Just use a loader to hard code to a specific IP address and you'll be good to go (if you reallyyy don't want to see all servers then just edit the login screen)
Take a look in the release section. Fang has a fairly complete list of sources for many patches with their pros and cons and there's a list of clients in this section.
