Most people that run a "legit" genuine copy of windows allready have .net framework by default installed and if they don't if they ever update there OS it will install it as a windows update anyway so every pc should have .net framework.

Windows Vista premium/ultimate right out of the box with sp1 has .net framework.

And i believe Windows XP SP3 has it also.

Ya don't just use .net framework with c# alot of developers utilize the framework in various languages and applications it is a must have now days just about to run anything.

ALL the cheats i make for Half-Life Counterstrike are done in c++ and still use .net framework to some degree,And alot of other cheats you will find uses it as well for various games.
