!? conquer P server !?

can someone tell me how this file at this link works..

... and how i use it.. i cant figure out how to run a private server with it the dude never really said how to use it.. are what exactly its for can someone help me out im trying to make a 5065 conquer private server and i cant figure it out and ive looked all over the place for tuts.. help anyone??
