How to get lots of EXP penalty?

It has been a puzzle for me.

I tried modify the EXP penalty for various dungeons, and fail it on purpose.
I got the EXP penalty, but after I hit some mobs, my character level up again.

Feel free to share what's the best method.
I hope there is a kind soul who read someone122's guide to level down (he removed it T_T) can send me a private message.

My best method would be quest dungeons esp the ones w/ the highest level req. Tho there are some particular quests that really do offers major exp reduction but those comes around 90+ up. Just google the quests, usually there's a lot of informative guides about quests that covers even the exp that you should obtain and luckily the info for exp penalty too then you decide what's the closest ones you could grab to de-level down.

Use CE, use GM tool hax ,modify ur name to Iam1337 and u can do anything you want.

I don't think the GM tool hax link is working anymore, i've tried that before and did try it now and the link is still somewhat wrong (it always tells me i'm already dl'ing it yet i ain't receiving anything).
