This shows what the gameclient sends to the server and vice versa, you can use the info to create cheats, emulators, bots and more.

If you resolve packets you can use in cheats yes, but this application is not a cheat and you can't use it to cheat directly.

You can check what each packet does in Cabalmain.exe, with OllyDbg. Of course it isn't easy just like that, but practice and reading is all you need.
