This has been on Black Desert since ever. It's simply a lag switch... Get recorded/reported doing it and you're done for that account/HWID/IP. It's how people attack you, you drop them to 10% HP and they just disappear, coming back full HP a few seconds later and hitting you 100 times and it looks like a speed hack but they are just lag switching. This also happens naturally when the server desyncs, as it does, a lot.
"GM"s aren't going to do anything about this since it would require a change on the servers architecture making it too expensive to prevent. Unless they start disconnecting/banning people with high latency which I really doubt because lots of people play with high pings.
