All Heroic Att got 100% succ rate like fear/chaos/hold like it was in WZ at the start of HH episode

in the skill description is in 2% success rate  and each lvl up adds 2% , i never tried if chaos or sth got 100% success rate , im gonna go pk right now

i remember this issue from webzen. i explained everything of the bug to justarch, if he can fix it however that i don't know. but he is a verry capable guy so i think he will be able to.
