If u buy an account the ONLY way to secure it is to have them change the EMAIL to ur email this is the ONLY way to secure ur account.To change PW just go to COG account page log in
Click account settings on the bottom of the page
enter old pass and then the new one u want
The problem is that the EMAIL account that this is linked to will get a security email telling them the PW was changed.And if they want once they get their money they can click the link in the EMAIL and say they did not change the pass.This will allow them to answer the security questions and get full access to the account again.Then they just change the PW and u have no account and no money.

Also most Game's don't look kindly on buying accounts, so support is out of the question... The most you can do is what SuperSkunk said and change all address details, secret question/answer etc immedeatley...
Another option would be to have the current owner of the account set up a new email, and use it for the password reset email to be left in there. And to give you the password to this email account. Try buying from a reputable site, or one that has a rating system implemented and the seller has ++ rating and not just ++ from 1 or 2 friends of his ^__^
