How can i make an Metin2 Hack?

Hi.Can you tell me how can i make a hack for metin2?
What should i know and what programs should i use?

Please give some points from where should i start.
Someone told me that i need a compiler/decompiler(file archiver) for the epk/eix(root or PC ,depends) and should i look for info on the net on how to modify them for the specific hack i want to make ,BUT i only found on how to compile/decompile and not how to modify them after decompyling them.Plese give me what shoulud and where to study the necessary knowledgements for my task!
