Selected Collacting Sequence Not Supported By The Operating System

hi i get this error when tryn to open the game with the tbot. i downloaded the east asian language pack but i have no idea how to install it. ne help would be appericated.

1:go to contral panel
2:Click on date,time,language and regional Options
3:Click Regional and Language Options
4:TAB:Language
5:CHECK "Install files for East Asia language"
6:PRESS OK!
