I can't login in my pc which is hosting the game version 5165 why,,, but in other pc outside in my network I can Login, what should I use or to do so that I can login.

sounds like its an ip problem ,
i dont know try to use the 127.0.0.1 as a client ip address on the pc that you are hosting the game on.
again im not sure just give it a try .

Why would he want to host it on a local ip? Wouldn't you want to host it on the external IP-address instead so other people can join?
Make sure to open all your ports - obviously
Allow your server at your firewall (May not be needed depending on which firewall you use)
Make sure the server itself works
Run, have fun

try for your own local client the 127.0.0.1.
open server.dat en change the ip of your server into 127.0.0.1
then host the game itself on your ip-adres.
make sure u have static ip-adress, search on google howto.
Port forward all ports.
to find your static-ip :
open cmd, type ipconfig and at ip-adress, there is your static ip.

Yea, Try changing the server.dat on the hosting Computer to 127.0.0.1 and try to login, see if that works.

I have done all of that... yes I have my static Ip I use my static IP in my source and also in my client it will never connect I also use 127.0.01 still doesn't connect, i am not using my local ip.
