how make l2.bin

hi every one
i make server but i dont know how to login in my server
can i login in any system or what ?
Do I have to change information l2.bin That in the System?
Problems
When i finished running everything
I do not know where i have to enter to go in my server
And entered on the l2 server shows me that I was playing
Do I have to be making me a private l2 to go in my server ?
And how?

change the c:/windows/system32/drivers/etc/host file
or the l2.ini in your system folder
