Commands are self explanatory, once the .ocx files are copied on the syswow64 path on your PC, go start<run (or just press the windows logo since you seems are using Win7) and type "cmd".

Regsvr32 %WINDIR%\SysWOW64\ccrpprg3N.ocx
ECHO Registering mswinscn.ocx
Regsvr32 %WINDIR%\SysWOW64\mswinscn.ocx
ECHO Registering tabctl3n.ocx
Regsvr32 %WINDIR%\SysWOW64\tabctl3n.ocx
ECHO Registering mscomctl.ocx
Regsvr32 %WINDIR%\SysWOW64\mscomctl.ocx
Only the regsvr32 part, not the echo.
BTW are you using Win7 x64 or x32? The paths change.
