Rift PVP

Guys hello 2 all,
I played long time ago on Spatalos/Elyos server and i have 2 questions to see if worth to login again:

1: There is pvp on rift, on high and low lvls or they are no low lvls to pvp?
2: Also at high lvls is there also pvp or they do only instance?

1. on my server not rly :/, too few player.... but dont know on spatalos. And if you kill anyone come quickly purple
2. Most of them in the 2 new Areas, dont know the names.
