Help with Private Server (Local Host)

So I did all I read about sql,shaiya server,game exe and I get in game,make a char but at loading screen I get "game data load error!!!".
Can u help me pls and tell me what did I missed and what do I have to do?

The game.exe you are using is from a client that is not the same version as your server. you need to get a new game.exe
