[Arcane] game server unresponding in Window 7

First of all, sorry if i'm making this thread at wrong section. About this matter, when i'm trying to run game server on win 7, it didn't work. Is there any solution to fix this problem?

change the rates, set them all on 10 and the last 2 put both on 2 or 1
DO:
SEAL = 3
SPAWM= 3

thats good...and the rest of the exp rate keep below 100 !! then it will work
