Can the setting of broadband and a wireless router change to a static ip setting??

Only your ISP can provide you with a static IP. Some charge extra for it, some dont. Check with your provider.

most of ISP in the world provide a static IP for a few mount of money , and its way better than using router port forward

but too expensive to buy a static ip..thats why i want to port forward it..

Those are two totally different things lol, you cannot interchange one for the other. Both are needed in some way for a stable server.
