Sorry I don't have one atm but the making of one seems easy enough.. you could do it a few ways.
1) Give all the monsters on your server a task that points to a cq_action using the dropitem command so that there is a fixed chance to drop the cards after every kill.
2) Change the drop_rule cq_dropitemrule to allow for the dropping of cards.
