Skin request

Hey guys, I saw some cool skins the other day and was hoping that I could get more... btw is it hard to make one ?

I would like to make something like this:

Can someone help or explain ?

I know a little about skinning, but you should put the picture here instead of using a linkbucks id, i even think that's against the rules :)
