cannot run zszc sro

hi i have a problem with running zszc sro server...
all time if i run silkroad and go to fire or water what ever = error with nothing in it ... and if i try it wiht loader... again error with"can't crate transfer manager!
Maybe pacl file coorrupted or somone is alreaqdy accessing now.. try a few minutes later...:confused::confused::confused::confused:
can any1 help me???
