1st. go to start -> run -> type "net stop dnscache" (with out these " "), so this will make the microsoft.com being able to visit
2nd. download windows installer 3.1 [Only registered and activated users can see links. Click Here To Register...]
3rd. download .net framework 3.5 [Only registered and activated users can see links. Click Here To Register...]
then you're now done installing .net framework 3.5
