I'm looking to get the Korean voices in the American client since NA's voice actors are the epitome of garbage.
I thought it would be as simple as swapping the .hfs files over, but it's not. I moved vindictus.exe, nmconew.dll, client.dll, server.dll and engine.dll files (and modified the NGM.txt file so it'd connect to NA's servers) over to the KR client's folder (core files). The voices were still in English, in fact, so was the text.
From my testing, the voices and text are downloaded off the server whenever you've connected. Options added to the KR client not yet in the NA client were not localized (they were just boxes, not Korean text, unlike the KR client itself, probably due to the font change or because the data was not on the localization server).
So, I'm assuming either packet editing will be necessary, or a modification of one of the files (server.dll?) which has links to retrieve audio from a server, which would be changed to point to the KR server. Whether or not that will affect the text also is something we'll have to find out.
This is all my assumption. I do not reverse engineer software, I just poke around and make observations. This task is, sadly, beyond my ability, and I must ask for assistance. I'm starting on this forum. Hopefully there's people who share my views and will want to get this accomplished.
