Equipment Editing.

I saw a guy today in the level 60 PK tournament on Nanya server, using level 110 gears, backsword included.

I'm guessing he did some kind of editing of the item values?

On another game I used to play, I would use a UCE to edit weapons etc.etc. Wondering if anyone knows if thats what he is doing.
