SKILLDMG Problem

could someone tell me why the skilldmg is not working anymore....i mean the dmg is applied for all powers of the corporal warrior except the whirlwind..and the mental....no skilldmg.Could someone tell me why?

Ooh man this is very nasty....i used to kill the ripper...and now.. :| i can barely touch him....there must be a way to fix this....BtW. i play on RO. and DE servers so....
